Information Technology (IT) outsourcing has long been viewed as a cost-effective way to get access to highly skilled, scarce resources located abroad. Countries such as India and Ireland are recognized offshore outsourcing locations, however there has been an increased interest in "Near shore" countries as potential outsourcing locations. This paper will look at the role that the IT outsourcing industry continues to play in economic development. This paper considers an established evaluation model and empirical survey data over time obtained from IT and software development companies to critically evaluate the potential of Poland and Hungary with their relatively recent accession to the EU, and compare this with Ukraine that has longer term aspirations for EU accession.
