The purpose of this report is to examine issues related to linking emissions trading systems for greenhouse gases. Until international emissions trading (IET) under the Kyoto Protocol becomes operational (2008), any issues involved in linking trading systems must be resolved multilaterally by the organizations responsible for those systems or through intermediaries. The experience gained from linking domestic systems during this period may be pertinent to the practical operation of international emissions trading during the commitment period.
