This paper focuses on the monitoring needed to quantify the impact of a greenhouse gas (GHG) mitigation project and on defining the boundaries of what needs to be monitored. Drawing on lessons from project monitoring experience and guidance to date, it identifies key questions whose answers set the ground rules for specific monitoring guidance for project types or categories. It also identifies other, more detailed, areas in which monitoring guidance would be useful.
