As IP technologies develop quickly, value-added services are widely used on the Internet. New carrier-class services, such as NGN/3G, IPTV streaming media, VIP leased line, and VPN interconnection, place high requirements on the reliability of IP telecom networks. For each carrier-class service, reliability of the IP network is of three levels: equipment reliability, link reliability and network reliability. In a bearer network, the availability of network equipment should reach 99.999%. This means that the equipment can have only less than 5 minutes' suspension during one year's continuous operations. High reliability is a basic requirement of carrier-class equipment and is a starting point for telecom carriers in network constructions.
