This whitepaper examines both the high level issues around e-ID and the importance of an Service-Oriented Architecture (SOA) in addressing the challenges driving the delivery of services based on e-ID. Government transformation is on the crest of a wave. The first wave began more than 10 years ago, as central and local government began to deploy existing public services online, such as useful local civil information or static central government statistics. One of the key drivers for government to adopt IDM strategies is e-ID. Up until now, citizens have identified themselves with an official visual document, such as a passport or driving license or other card entitling them to government services. With e-ID, users are identified and authenticated using digital documents.
