As any user of WebSphere Application Server for z/OS knows, WebSphere uses a lot of TCP ports. The Washington Systems Center has long recommended that a range of ports be set aside for a given WebSphere cell, and the allocation of the ports across the servers of the cell be made from the ports in that range. Doing so reduces the chances of TCP port conflicts - if everyone in the organization knows that ports 28500 to 28599 are for WebSphere cell WPCELL, they won't use any of those ports for other things. That system works, so long as everyone knows about the range used by WebSphere and everyone honors the reserved port range.
