SIP is a kind of application-layer control signaling protocol for creating, modifying and finishing the conversation with one or more participants. It has several advantages such as simple, good expansibility and scalability, and so on. Based on the SIP, in this paper a design and implementation scheme of SIP server system is proposed, and the scheme can realize the functions of IP phone such as calling, billing and so on, and finally based on the standards and interfaces of JainSip API which was provided by SUN company the design scheme is realized.
