An innovative algorithmic framework was presented for the holistic provisioning of resources in telecommunications networks. The approach applies the idea of partitioning to topology design and gives both of a network solution and routing scheme at the same time. In this paper, the partitioning algorithm is developed by updating the key parameters and some details in its steps and adopting a new objective function to efficiently generate and evaluate plausible alternatives.
