A great deal of research has been devoted to tackling the problem of network congestion against the increase of Internet traffic. However, there has been little concern regarding improvements of the performance of Internet servers in spite of the projections that the bottleneck is now being shifted from the network to endhosts. The authors have previously proposed a scheme called SSBT (Scalable Socket Buffer Tuning) that is intended to be used to improve the performance of Web servers by maintaining their resources for TCP connections effectively and fairly. On the current Internet, however, a significant amount of Web document transfer requests are sent through Web proxy servers.
