A Rate-Based Congestion Control Scheme for Reliable Multicast Achieving TCP Fairness

TCP-friendly congestion control is a major requirement for reliable multicast to be deployed in the current Internet. This is because TCP responses to congestion control when it occurs, but multicast does not. Furthermore, TCP is the predominant protocol used in the current Internet. So it is important to make a provision of congestion control for multicast and multicast session should share congested resources fairly with TCP session - which is called TCP fairness - in order to prevent multicast traffic from exclusively making use of network resources. The single-rate-and-representative-based multicast congestion control presented in this paper assumes to select a receiver as the representative and this representative sends feedback to help sender regulate the transmission rate to achieve TCP fairness.
