Created in October 2001 by Governor Frank O'Bannon, the Indiana Counter-Terrorism and Security Council (C-TASC) serves as a central coordination point for homeland security activities throughout the state. Working with 17 member agencies, each with its own independent management structure and IT infrastructure, C-TASC's three-person office (located at the Indiana State Police headquarters in Indianapolis) leads multi-agency planning and project management. Needing a Web-based system that could enable representatives from the 17 agencies to report on their federally funded projects, C-TASC recently developed project tracking and management system using Microsoft Project Server 2002 as its core application platform and Microsoft SQL Server 2000 as its back-end database server.
