In household sample surveys, data quality is a function of two types of errors, sampling and non-sampling. The non-sampling errors include coverage, response and non-response. The later two can be committed at various steps of data collection exercise. This paper focuses on sensitive data as they affect magnitudes and direction of response and non-response errors, and therefore overall data quality. A framework for common understanding of quality and sensitive data is provided, followed by detailed elements on response and non-response errors. Sensitive questions and response rates from recently concluded household surveys in Tanzania and Uganda are provided. Lastly, proposals are made on how to improve data quality.
