The goal of the paper was to minimize differences and this was achieved through the following steps; identify aspects where the two approaches can be harmonized; integrate as many of these aspects into each of the two approaches; provide rationale of remaining differences; and explain how the two approaches relate to one another so that countries can make use of the two approaches.
