SEBRAE (Brazilian Service of Support to Micro and Small Companies) helped make Brazil's economy the eighth largest in the world. As a forward-looking enterprise, SEBRAE sought to improve its own technologies. Their WAN posed its greatest challenge for employees at SEBRAE's Brasilia headquarters and its other main facility in Sao Paulo who need to frequently exchange files and data as they manage and coordinate the agency's activities. Moreover, SEBRAE's offices had a potpourri of phone systems, mostly analog PBXs from Siemens, Alcatel, and Brazilian vendors. In October 2004, SEBRAE issued an RFP for communications solutions and Cisco, Huawei, and 3Com responded. 3Com featured the 3Com VCX IP Telephony Solution, a standards-based, VoIP telephone system that can scale to tens of thousands of users.
