After September 11, 2001, the U.S. Department of Defense accelerated new Continuity Of OPerations (COOP) plans for the Pentagon. The events of 9/11 provided increased focus on new disaster recovery goals. By creating a "Virtual Pentagon" and using networking, IP, videoconferencing, mass storage, and data transmitting technology, a continuity of operations solution would be in place. While contingency plans prior to September 11 were valuable, the Department of Defense decided the plans were not enough, and the Command Communications Survivability Program (CCSP), a part of the Pentagon Renovation program, was born. The Verizon and Cisco teams recommended a solution based on the Cisco optical platform for its ability to include multiple transport technologies on one shelf.
