This paper presents the requirements of a national computing Grid. In particular the paper discusses the issues involved in managing complex policies of multiple stakeholders in such a large-scale, dynamic, and heterogeneous Grid and also proposes a Service Level Agreement (SLA) and agent-based architecture to address these issues. This work is a continuation of the work performed and experiences gained when the author developed a Grid accounting system for the Swedish national Grid network, called SweGrid, which provides the foundation for the investigation presented here. The paper concludes that many SLA concepts fit very well within the SweGrid network to address some of the issues of the current system.
