With Active Directory in Windows 2000 and Windows Server 2003 you can grant much more granular permissions to administrators, but there are still some gaps. For example, if you want to grant an administrator at a remote site the ability to install software but don't want that admin to be able to create new accounts then the current permissions structure doesn't let you do that. However, this sample hack from O'Reilly's Windows Server Hacks provides a nice workaround for being able to accomplish that.
