Municipalities have raised recent concern about escalating prices and the general availability of resources to undertake ramping up infrastructure rehabilitation and municipal works programs. Municipalities fear that the buying power of the funding they have long awaited will be significantly diminished or lost due to rising prices. Municipalities wish to understand the dynamics of the existing construction market and to develop strategies that would optimize municipal works programs. This paper is an exploration of the construction issue being encountered by municipalities, private consulting engineering firms and contractors and to help facilitate discussion of potential strategies that might be used to optimize municipal works programs.
