This paper presents the framework of Documentation-Driven Agile Development (DDAD) methodology for high confidence systems of embedded systems. DDAD mainly includes two parts: a Documentation Management System (DMS) and a Process Measurement System (PMS). DMS will create, organize, monitor, analyze and transform all documentation associated with the software development process. The information will be stored in an abstract and active form that will support a variety of formal and informal documents for different stakeholders and can interact with software tools. PMS will monitor the frequent changes in system requirements and assess the effort and success possibility of the project with a measurement model based on a set of quantitative metrics that can be automatically collected in requirements phase and stored and organized in DMS.
