Government agencies are increasingly reliant on information technology to deliver greater responsiveness and improved quality of service to a wide range of stakeholders. But there is a catch: they must achieve these goals while also constraining expenditure. The task becomes a difficult balancing act: delivering ever-higher service levels while at the same time reducing costs. This white paper provides analysis and a viewpoint to help Australian government departments realise the greatest value from outsourcing. Specifically, this paper provides the analysis based on a government outsourcing survey, together with in-depth interviews with senior Australian public sector executives, highlighting the opportunities, challenges as well as the path forward for outsourcing.
