This paper presents a study of a spectrum sharing problem in an unlicensed band where multiple systems coexist and interfere with each other. Due to asymmetries and selfish system behavior, unfair and inefficient situations may arise. The paper investigates whether efficiency and fairness can be obtained with self-enforcing spectrum sharing rules. These rules have the advantage of not requiring a central authority that verifies compliance to the protocol. A scenario is studied where multiple wireless systems share the same spectrum. For concreteness consider a typical urban area with 802.11 networks, bluetooth systems, walkie-talkies, etc. co-existing and operating in the same unlicensed band, e.g. ISM, UNII, etc.
