Outremer Telecom of Martinique, a leading telecommunications service provider that covers France's overseas territories, wanted to set up a telecommunications network that would make access to the Internet, distance learning and other information technologies possible and affordable for the population of Grand Santi, one of the communities in the west region of French Guiana.
