Erie County Mobile GIS Implementation: Populating the Sewer Inspection Database

Erie County Department of Environment and Planning, Division of Sewerage Management (DSM) initiated a GIS program in 2002 with the goal of mapping all existing DSM assets and creating a database of asset information. After two years of building the GIS and data collection, it was time to give the database to field inspection staff for detailed verification and collection of asset information. This paper will explore the obstacles, challenges, and rewards associated with rolling out Mobile GIS to a "technologically challenged" sewer inspection staff. It will demonstrate how the DSM uses ArcInfo, ArcView, ArcPad, and ArcIMS software; GPS technology; and Pocket/Tablet PCs to create custom e-forms within ArcPad to edit and locate sewer asset information.
