As wireless operators begin to roll out data services, they should consider how their billing systems will handle the new types of billing records that packet data calls can generate. Instead of billing for time spent on a provider's airwaves-the traditional billing method for voice calls-operators should consider billing subscribers based on how they use the network instead of how long they use the network. The "always on" characteristic of the next generation packet networks will make this happen. This paper evaluates pricing strategies for wireless data, including free service, flat-rate pricing, tiered access, usage-based pricing, and dynamic pricing. Based on operational costs and network risk, usage-based and tiered access pricing methods offer the maximum potential for revenue collection.
