This paper explains the adverse impact of load imbalances on the speed-up and efficiency of parallel systems. For situations where the hardware and network parameters, such as speed and bandwidth and application behavior, are know a priori and do not change, static load partitioning schemes are preferred due to their simplicity and lack of run-time overhead.
