A wide range of activities depend on digital geographic data and geoprocessing, and these information resources are rapidly becoming more important as commerce expands, information technology advances, and environmental problems demand resolution. Unfortunately, non-interoperability severely limits the use of digital geographic information. This paper looks at the components of the geodata non-interoperability problem and describes the technical solution and the unique consortium that is providing that solution. This consortium approach, which involves users in the specification process and which organizationally isolates technical and political agendas, holds promise as a model means of simultaneously developing important technologies and developing and implementing technology policy.
