The tragic events of September 11 and the recent reports concerning the use of false identities by some of the hijackers and their cohorts require a reconsideration of whether authentication can be successful when applied to detect and prevent international terrorists committing identity theft. This paper will focus primarily on the type of identity theft that presents the most common threat to commercial entities; the tools, including authentication, that are available to detect and prevent this crime; and an assessment of whether authentication can serve as a tool in combating the new threat of international identity theft.
