In response to the growing impetus for the provision of online services and transactions in addition to existing Web-based services, both the federal government and private industry have embraced and are seeking to implement Public Key Cryptography (PKC). A key element of PKC is the establishment of a public key infrastructure (PKI) through which confidentiality, integrity, authentication, and non-repudiation services can be executed utilizing "trusted units of information" called certificates. PKI repository (directory) technology supports the publication, maintenance, and verification of digital certificates. Once each individual organization, or cluster of organizations, establishes its own PKI, the issue of interoperability, or bridging, among disparate PKIs becomes an issue. The Federal Bridge Certification Authority (FBCA) is a bridging approach that supports the Federal PKI (FPKI) Architecture.
