This paper describes a multi-stage extension to a previously published algorithm for implementation of a limited one-way function. This algorithm is intended to implement a delaying function with statistically controllable parameters. This cryptographic technique is applicable to Key Escrow Systems for the purpose of implementing a delay function to limit the rate of withdrawal of key material from such an escrow system. The implementation of Key Escrow systems is considered important by the government as a means whereby the general populace may take advantage of the ready availability of strong cryptographic technology while, perhaps, maintaining the current capability of law enforcement to perform legal wiretaps for legitimate criminal investigation purposes.
