Located on the state's southeastern shore, Waterford, Conn., is a town of 18,000 residents. Its Permitting and Health Department includes the Building Department, the Planning and Zoning Department and the Sanitarian. Waterford's Department of Permitting and Health needed a more efficient way to process permit applications and track their progress. It wanted an effective tool for sharing information about permits among the town's departments. The town of Waterford issued a request for proposals (RFP) for an off-the-shelf solution that could be modified to meet its business requirements. In 2001, the town awarded a contract to Municipal Software to implement its CityView government automation solution. CityView is a development tool that allows local governments to automate business functions and share data across the enterprise.
