It is important to understand that homeland security is not a solution, but rather a situation, within the confines of which, the United States Government must learn to adapt. Formerly acceptable IT practices can now lead to critical information bottlenecks. The mission of interoperability is exceedingly complex and it calls for a coordinated effort from many agencies that do not currently share information. What is required is a reasonably priced alternative to rapidly bridge these systems using XML; ideally, the utilization of virtual, real-time "XML views" of disparate IT resources.
