Despite the best efforts of the federal government, most policy makers are troubled by the high failure rate of large IT projects. It is difficult to understand how many of these projects can go on for years, returning no useful product, finally requiring them to be scrapped. At the same time there are many notable successes, many valuable lessons learned, and much improved policy and direction to help ensure success in new projects. This paper summarizes the policy framework for managing IT projects in the U.S.
