President George W. Bush has made expanding federal information technology a major focus in his five-part Management Agenda for Government-Wide Initiatives. The plan is targeted at transforming the government into a citizen-centered "e-government" while improving the quality of IT services to citizens, businesses, government agencies and employees. An e-government task force was created to identify an action plan for implementing the president's e-government initiatives. The task force discovered that redundant and overlapping agency activities have been major impediments to creating a citizen-centered electronic government and identified other key barriers to the success of e-government. HP Adaptive Enterprise reference architecture is a framework to demonstrate the relationships among operation strategy, processes and the IT environment required for an adaptive enterprise - allowing your IT environment to become progressively more adaptive.
