As the Internet's potential to provide unparalleled benefits to society continues to expand, however, one must recognize that global networks also serve as a powerful new medium for those who wish to commit criminal and terrorist acts. Therefore, to truly harness the potential power of the Internet, one must work to foster confidence in the security of our computer networks, and, more importantly, protect our citizens from the very serious threats to public health and safety that cyber crimes pose.
