The law contained several provisions for administrative simplification of healthcare transactions through the increased use of electronic commerce. The HIPAA Administrative Simplification law was passed at the request of the healthcare industry, and the standards apply to the whole industry. HIPAA includes privacy regulations aimed at improving the confidentiality and security of electronic health information. The regulations apply to healthcare providers, health plans and healthcare clearinghouses that transmit electronic health information pertaining to an individual.
