In 2001, nine municipal governments of the state of Iowa in the United States began to implement a model of "citizen-initiated performance assessment" (CIPA), which integrates the participation of citizens, elected officials, and city staff in the development and usage of performance measures. This paper examines the Iowa CIPA model and uses survey data to analyze empirically why some cities were receptive to the idea while others were more resistant. Based on the Iowa experience, this paper discusses the transferability of the CIPA model to Eastern European countries and the implications for future administrative reforms in the region.
