Public procurement accounts for 14% of EU GDP ii, and has immense potential to further environmental protection by fostering markets for more environmentally friendly products and services. The European Commission has however taken a very restrictive view as to how such considerations can be taken into account. In several respects the new legislation proposed by the Commission is significantly more restrictive that either the existing legislation or the rules of the Government Procurement Agreement (GPA) under the WTO.
