Government purchases account for a substantial proportion of world trade in timber products. Governments thus have enormous power to exert influence through the supply chain to combat illegal logging and to promote responsible forest management. This paper examines the timber procurement policies of European Union (EU) member states and the USA to see to what extent their governments are using this power. The paper also examines the EU's and the World Trade Organisation's (WTO) rules on public procurement to determine what opportunities they offer and what constraints they impose.
