This paper provides an empirical assessment of the sustainability of public finances, in the sense of government solvency, in the EU, and in the US and Japan, using a simple policy rule approach and focusing on the response of the primary surplus to accumulated debt during the period 1977-2002. This paper uses a policy rule framework and focuses on the response of the primary surplus to accumulated public debt to test a sufficient condition for sustainability.
