This paper discusses the future of Social Security. In evaluating possible changes to the Social Security system, it is important to consider not only the implications for the program itself but also for the federal budget and the United States' economy. If current spending and tax policies do not change, the aging of the baby-boom generation, combined with rising health care costs, will cause a historic shift in the United States' fiscal situation. Consistently large annual budget deficits would probably lead to an ever-growing burden of federal debt held by the public.
