Social welfare and social policy are contested concepts. Learning from the experiences of the development of welfare states in developed countries and reviewing the strengths of the social and economic policies in the context of the political situation, Hong Kong can clarify its understanding on the values, functions, directions and priorities of social welfare through extensive consultations. Based on this mainstream and cross-sector consensus, different social and economic sectors can assume their social responsibility to build up a just, modern and sustainable society. A new perspective on social welfare is essential to guide the future development of the social welfare system and meet the formidable challenges of new risks due to globalization.
