An agency directly under the State Council, the National Bureau of Statistics of China (NBS) manages a modern national information system, and is responsible for conducting statistical surveys on the national economy and social development. The NBS' challenges were compounded by the expansion of its operations and the increase in its management scale. Its IT department was challenged by a lack of internal statistical data and metrics relating to its hardware and software performance, disparate and non-uniform network architecture, and an underperforming application platform. To help overcome its challenges and to support the future growth of the nation, the NBS decided to spearhead a new network system management project.
