The United States Department of Labor (DOL), Employment and Training Administration (ETA) launched the Community Audit Demonstration Program (CADP) in April 2001 as one component of a broader initiative aimed at addressing the challenges of the "new economy" and the growing problem of skills shortages in local labor markets. Community audits were envisioned as a means by which key stakeholders in local workforce and economic development agencies could better understand business and labor force trends and, on that basis, develop informed strategies to respond to worker and business needs.
