In the twenty first century, the challenge for the federal workforce is to keep pace with the economy and the society which it governs. The challenge for the federal government in the 21st century is to govern an information age economy where computers have replaced punch cards and the internet has replaced the overnight pouches of information sent from the field to the headquarters. So far this challenge has been met piece meal. But as the following paper will illustrate it is time for fundamental review and reform of the existing civil service laws, rules, regulations, and culture if the federal government is to meet the challenges of the next century.
