Cambridgeshire County Council is comparable to a major business in terms of size and scale of operations. It is the largest employer within the county, and currently spends around £412m each year, averaging £780 for each man, women and child living in the county. As part of Cambridgeshire County Council's development of a strategic procurement strategy, they have, as the result of a competitive tender, identified PBMS as providing 'Best Value' for the provision of Reprographics Services to the Local Authority. Given the scale of their expenditure, Central Governments have tasked Local Authorities with implementing a strategic approach to procurement to achieve Best Value.
