Trade, Skills and Persistence of Gender Gap: A Theoretical Framework for Policy Discussion

Derivations from the Hecksher-Ohlin theory of international trade suggest that greater trade openness can cause inter-country differences in skills to expand. Combining this trade perspective with the evidence of the increasing feminization of the low-skilled export labor force, this paper explores the impact of trade openness on gender divergence in skills in developing economies. The resulting theoretical and empirical analysis provides a platform for reviewing the gender dimensions of education and technology transfer policy reform in the context of global trade negotiations.
