The federal government is in a time of transition, and it faces a range of challenges in the 21st century. This will require the federal government to transform what it does, the way that it does business, and who does the government's business in the 21st century. This may require changes in many areas, including human capital and sourcing strategies. On the basis of the statutory mandate, the Commercial Activities Panel primarily focused on the sourcing aspects of this needed transformation.
