While CMS is taking steps to improve its financial oversight of the Medicaid program, the increasing size and complexity of the program, coupled with diminishing oversight resources, requires a new approach to address these challenges. Developing baseline information on Medicaid issues at greatest risk for improper payments and measuring improvements in program management against that baseline are key to achieving effective financial oversight. Determining the level of state activities to monitor and control Medicaid finances is also critical to CMS determining the extent and type of control techniques as well as the amount of resources it must apply at the federal level to adequately oversee the program.
