European Council adopted the decision to call an Intergovernmental Conference to address a reform of the European Institutions in view of the then-upcoming expansion. This was followed by two initiatives, both geared at achieving a revitalisation of the European Union, and which have been taking place in parallel to date; the first was promoted by the Commission and the second sponsored by the Member States. In this context, the new Commission clearly saw that its first and most urgent task was to set an exciting project in motion that would enable this institution to regain its credibility.
