Facing declining government financial contributions and tightened competition for student and research dollars, the University of Melbourne embarked on an ambitious reform program to attract more international students, introduce state-of-the-art student services and administrative systems, and bolster its reputation as a world-class research institution. The university proposed a comprehensive IT system overhaul, to be rolled out in four phases. The first phase rolled out a new Oracle based financial and accounting system, enabling managers to measure performance against budget in real time, and providing labor saving automated invoice processing and reporting. The Oracle system created uniform financial processes throughout the university, giving managers a single, integrated view of the university's financial picture.
